Spam Emails about Voicemail

Seems like we've received multiple batches of Spam e-mails pretending to be voicemails. They spoof our internal e-mail addresses to look like they're self-sent with a bogus voicemail attachment.

For reference, here's what a spam voicemail email looks like vs. what a real voicemail e-mail looks like on our side:

The biggest difference is that it'll be from noreply@cityofsitka.org and contain a .wav attachment (with corresponding icon for default program), and show the correct caller ID, etc.
